Within the executive branch of the U.S. federal government, the Dept of the Interior manages land within the public domain, and also provides regulations through the Code of Federal Regulations for Indian lands via 25CFR. Agencies within Interior include the Bureau of Indian Affairs (BIA), Bureau of Land Management (BLM), and Bureau of Reclamation. All three of these agencies have responsibilities in the disputed area. The BIA of course has been involved since the 1969 Secretarial Order and the subsequent transfer of Permits and Leases from the BLM.

The Bureau of Reclamation responds to request from the West Bank Homeowners Association confirming that the Disputed Area is under their jurisdiction and is not part of the CRIT reservation. Lands shown were withdrawn from public lands for Colorado River Front Work and Levee Project. Origin of withdrawal was the 1931 Secretarial Order (CACA 7101) which was confirmed by PLO 7262 in 1997.

West Bank received the following letter via Congresswoman Mary Bono. It represents the response from the Dept of Interior to our request to the Interior Secretary to rescind the 1969 Secretarial Order. Our request was made by letter sent to the Congresswoman in April of 2003.
